Summary
Carl B. Callaway, prominent Dallas attorney, served as president of the Citizens Charter Association (CCA) from 1933 to 1935. The CCA was instrumental in establishing the manager-council form of government in Dallas and with supporting candidates sympathetic to that governmental form. This collection contains materials from Callaway's presidency with special emphasis on the 1933 municipal election. It contains personal correspondence to and from Callaway as well as a substantial number of speeches and statements made by Callaway and other CCA members. In addition, the collection houses a number of reports by city departments as well as numerous pamphlets and newspaper clippings on the city manager form of government
