These volumes make accessible international agreements concluded by the United States from 1776 which for one reason or another failed to enter into force for the United States. Access to the text of unperfected treaties has been very difficult and this series is intended to resolve that difficulty. The other side of the coin is the treaties which a state has concluded but which have not entered into force.
